Courtney Provo, District Manager

Courtney completed her Master’s Degree in Public Administration in 2017. Prior to the completion of her graduate degree she worked in the legal field for several firms over the past decade. As the District Manager for Mission RCD, Courtney oversees all District programs and operations. She has great respect for the work of the District and looks forward to contributing to its productive future. Courtney also resides locally in Fallbrook with her husband Chad and their two young sons, Jackson and Grayson.

Paul Keane, Natural Resource Specialist

Inspired by his time spent living and working across rural Australia, Paul returned to his native-home of Dublin, Ireland, completing a Master’s of Science, specializing in agriculture and environmental resource management. He has worked the last five years in the Northeastern United States in horticultural, arboricultural and conservation roles within the non-profit, government and academic fields. His primary responsibility at Mission RCD is coordination of the Santa-Margarita-San Luis Rey Weed Management Area (WMA). Paul also contributes to the development of conservation planning services offered by the MRCD. In his free time he enjoys traveling and hiking both locally and abroad, as well as, increasing his understanding of environmental resource management issues.

Lance Andersen, Agricultural Program Director


Lance directs the Agricultural program for Mission RCD, assisting growers through irrigation audits and educating them about Best Management Practices for growing crops in San Diego County. He is responsible for keeping pace with regulations affecting San Diego Ag to be a resource of information on these issues for farmers in San Diego County. Lance spent his youth helping around his grandparent’s Avocado grove in Escondido and then after graduating from Fresno State, he spent 10 years farming in the Central Valley growing grapes, blueberries, peaches and plums. He has returned to San Diego County to be near family, and is thrilled to put both his childhood experience in area groves and practical experience in production agriculture to work assisting area growers. When not focusing on how to irrigate uphill, Lance enjoys spending time with his family, having fun playing and learning together with his wife and kids.

Dustin Farrelly, Irrigation Specialist




Dustin graduated from San Diego State University with a Bachelor of Science in Geography with an Emphasis in Geographic Information Systems.  He is 29 years old and loves finding leaks and measuring irrigated areas.  He grew up playing soccer and surfing in San Diego County, so naturally water conservation has always been very important to him.

Tom Norton, Irrigation Specialist


Tom has an A.S. in Horticulture and a Vocational Certificate in Ornamental Landscape. He originally became an Irrigation Association Certified Landscape Water Auditor in 1993 and was recertified in 2007. Tom has retained an International Association of Arboriculture Certified Arborist designation since 1997. In 2007, Tom received a Qualified Applicator License from the California Department of Pesticide Regulation.

Tom has worked in landscape construction management for city parks, streetscapes including medians and slopes, production homes, HOA common areas, native landscapes and restoration areas. He has worked in landscape maintenance management on the same variety of the sites above but also at commercial and retail sites including malls and business parks, HOAs, public schools, military installations and housing, and industrial plants.

Mary Rocha, Administrative Assistant

Mary was born, raised, educated, and employed in Lubbock, Texas, having been employed with Texas State Government for 34 years prior to moving to Fallbrook and beginning employment with Mission RCD.  Mary works as the Administrative Assistant serving as the point of contact in the office and providing the administrative/clerical support for office staff.  Mary assists the District Manager with the daily operation of the Landscape Program, and provides support to other staff as needed.  Mary enjoys spending time with her son and enjoys following him in all his academic and athletic activities.

Osmana Nagata, Bookkeeper
